The Indian Council of Agricultural Research (ICAR) reviewed the progress of nine committees constituted to address key action points emerging from the 5th National Conference of Chief Secretaries held in December 2025.
The review meeting was chaired by Dr M. L. Jat, Secretary, DARE & Director General, ICAR. The 28 action points focus on strengthening human capital for Viksit Bharat, with emphasis on higher education, skill development, innovation and capacity building.
Dr Jat emphasised the need for evidence-based, measurable and implementable recommendations to strengthen human capital and higher education towards achieving the vision of Viksit Bharat. He also stressed that the recommendations should be supported by relevant data and best practices to facilitate effective implementation.

The meeting commenced with the opening remarks by Dr Yashpal Singh Malik, Deputy Director General (Agricultural Education), ICAR. The Member Secretaries of the committees presented the progress made, key achievements, identified gaps and proposed recommendations on the respective action points.
Dr S. K. Sharma, Assistant Director General (HRM), ICAR, welcomed the Chair and members and highlighted the importance of coordinated efforts for the timely implementation of the identified action points.
The meeting reviewed the progress made by the committees and emphasised the need for focused, outcome-oriented and timely action towards strengthening human capital and contributing to the national vision of Viksit Bharat.
